According to a report by XDA, shutting down a Windows PC and restarting it are not the same thing, and a feature called Fast Startup is the reason.

What users tend to assume

Many people turn their PC off at night and assume it will start from scratch the following day. The term shut down suggests exactly that outcome.

Only one action gives a fresh start

The XDA report states that only one of the two actions actually gives the machine a fresh start. The difference is attributed to Fast Startup.
