According to a report by The Defiant, China has set a 2030 goal for largely completing a national blockchain network. The effort is framed as part of a broader modernization of the country's information infrastructure.

Network design and planned components

The target appears in China's latest five-year information technology plan. The network is to be built around a central backbone, with regional hubs and distributed digital identity services layered on top.

The Defiant reports that the plan sits within a 15-year roadmap outlined by the Central Cyberspace Affairs Commission, and that the network is expected to be operational by 2030 as the country updates its information structures to apply the decentralized technology across several use cases.

Regional priorities and continuing crypto curbs

The plan puts trade and finance in the Yangtze River Delta at the front of its priorities, alongside industrial applications in the Chengdu-Chongqing area.

At the same time, the reporting indicates that restrictions on crypto business continue. The coexistence of state blockchain development with those limits is the central tension the report draws out.

Open questions

  • What will the central backbone and regional hubs concretely require from participating institutions?
  • How will the distributed digital identity services be governed?
