Volare finishes Pori insect protein plant, targets 5,000 tonnes a year

Finnish company Volare has finished Volare 01, its first industrial-scale protein plant, in Pori, Finland. The facility is designed to turn food-industry side streams into insect protein, a step the company presents as a route to scaling insect production in Europe.
Plant scope and delivery record
The 10,000-square-metre site aims to yield up to 5,000 tonnes of insect protein and 2,000 tonnes of insect oil each year from food-industry side streams. According to the report, the plant was delivered on schedule and within its €15 million capital expenditure budget.
Volare describes Volare 01 as a thousandfold enlargement of its demonstration plant, running a process that has already been tested through four years of commercial production.
Origins in VTT research
Founded in 2021, Volare moved technology that began in research at the VTT Technical Research Centre of Finland to industrial scale within five years. Co-founder and chief strategy officer Tuure Parviainen trained as an agronomist, studied biomass at the University of Helsinki and worked in biogas. Co-founder and chief technology officer Matti Tähtinen, an engineer, previously carried out energy and circular-economy research at VTT.
The pair looked for ways to draw more value from industrial side streams and to make alternative proteins, and settled on the black soldier fly as a promising route. Jarna Hyvönen later joined the founding team; she brings a circular-economy background from Finland's largest waste management company, where she built services such as projects to cut food waste in restaurants.
A sector marked by setbacks
The report says Europe's insect protein industry has suffered a string of high-profile failures despite attracting hundreds of millions of euros in investment. Denmark's ENORM, which raised €50 million in 2022 for a large black soldier fly facility, was declared bankrupt on 30 October 2025 after a failed restructuring.
Volare presents its leaner model, combining automation, cost-efficient engineering and four years of testing, as its answer to the scaling problems that have hit other pioneers.
