OpenAI is combining the Chat and Work modes of ChatGPT into a single interface, and the change comes with new usage limits. According to The Decoder, Plus, Pro and Business plans will share one token-based quota for ChatGPT and Codex from December.

How the shared quota is set to work

An updated OpenAI support page, as cited by The Decoder, describes a single token budget spanning ChatGPT and Codex for the Plus, Pro and Business plans, starting in December. Tokens are the units that measure the information a model processes and generates.

Heavier models draw more from that budget, whereas simple instant chats are excluded from it. Tasks that call on more complex models therefore exhaust the allowance more quickly.

Likely effect on heavy users

The Decoder expects the change to reduce ChatGPT's quality for heavy users on the lower-cost plans. That assessment is presented as a likely outcome rather than an observed one.

Usage is being brought under a metered model in which the resources consumed by each piece of work determine how much of the allowance is spent.

Background to the combined interface

OpenAI had already announced its plan to merge Chat and Work, and the company folds Work's agentic features into the main interface. OpenAI is an artificial intelligence company based in San Francisco whose products include ChatGPT.

According to the same report, Anthropic has already combined Chat and Cowork in Claude.

Open questions

  • How much quality decline will heavy users on lower-cost plans actually experience?
  • Will OpenAI publish further detail on token allowances for each plan?
