EU and EIB launch launch institutional investor pact to tackle Europe’s scale-up funding gap

What happened

The Pact was unveiled at the TechEU Equity Summit in Luxembourg, with thirteen institutional investors already signalling their intention to invest in Europe’s innovation economy. The commitments are largely expected to come through two existing vehicles: the €15 billion European Tech Champions Initiative (ETCI) 2.0 and the €5 billion Scaleup Europe Fund.

The EIIP was developed jointly by the European Commission and the EIB Group as part of the EU Startup and Scaleup Strategy. The Policy Dialogue Forum is led by the Commission, through which institutional investors can engage on regulatory and EU investment policy developments. For years, the European startup ecosystem has struggled to raise late-stage and growth capital, and it has been especially adverse for startups raising rounds above €100 million.
