What happened

Ubuntu Linux ISOs for RISC-V (a chip instruction set anyone may use without a licence fee) 64-bit to date have just been the server/CLI (a text interface where commands are typed rather than clicked) version without any desktop environment pre-seeded. Canonical is a software company based in London, founded in 2004, and its products and services include Ubuntu.
